Most likely the image on this hat is the head of a bear.
“They weave spruce root hats very skillfully and very tightly with wide brims and somewhat narrower and sharper crowns and they decorate them with different patterns. On the top of the hat they draw a crab, seal or other animal. If they want the paint on the hat or on something else to last a long time, they dilute it with blood from the nose which is broken on purpose.” (Davydov 1812: 16—17)
